Vanity Fair’s International Best-Dressed List

So Vanity Fair have released their 2009 International Best-dressed list.  These lists always confound me. Who does the judging/voting? How are the winners decided? Is there really any rhyme or reason to these lists?

Well Emma Watson, Rihanna, Victoria Beckham, Carine Roitfeld (and all of the other amazingly fashionable women who are captured by the lens of Tommy Ton) are missing from the list while Alicia Keys and Rachel Roy made the list.  And I love Brad Pitt just as much has the next woman but I think Will Smith is far better dressed than Brad.
